            To a simple glimpse to the prayer clauses made by the petitioner there are various factual controversies and disputed question of facts which cannot be decided in writ jurisdiction. It is also a fact that the petitioner has not approached to the Electric Inspector appointed under the Electricity Act. The petitioner has also raised the grievance regarding the per unit price, meter reading, excessive amount of bill and its adjustment, restoration of electricity and the cost of the petition.

            The learned counsel for the HESCO submits that Reconciliatory Committee has been constituted in HESCO to decide different sort of grievances of the consumers where the petitioner may approach.

            The counsel for the petitioner submits that despite making various approaches to the HESCO officials they have failed to consider and decide the grievance of the petitioner.

            The points raised by the petitioner require detailed examination and appreciation which cannot be done in the writ jurisdiction.

            This petition is disposed of with the directions that if petitioner makes any representation to the Reconciliatory Committee, the same shall be decided within fifteen days after providing ample opportunity of hearing to the petitioner and/or his representative.
