            The case of the petitioner is that he has passed course examination of Tappedar from the Directorate of Settlement Survey & Land Record Sindh Hyderabad. The Certificate S.R. No.483 was also issued to him and he was awarded Certificate in the month of June 2012.

            The grievance of the petitioner is that despite completing aforesaid training he has not been issued the appointment letter.

            Today the Secretary Revenue Board of Revenue Sindh Hyderabad is present and has filed comments. He has also attached the Standing Order No. 11, Section ‘E’ “Subordinate Service Revenue Department Recruitment, Promotion and Examination” under Standing Order 5 it is mentioned that selected candidates will be required to undergo a course of training at the Tapedars’ Training School Hyderabad and on passing the course they will be appointed to charges as vacancies occur.

 

            Under Standing Order 7, Tapedars are required to pass the Sub-Service Examination within three years of their first substantive appointment as tapedars. Failure to pass it within the stipulated period will ordinarily entail loss of service.

 

            The Secretary Revenue, Board of Revenue Sindh Hyderabad though stated in paragraph-7 of the comments that Board of Revenue, Sindh has now invited the applications to make appointment to the posts of Tapedars, but the petitioner has not applied for the same. It is submitted that if the petitioner applies for the post of Tapedar as advertised, his case shall be considered on priority basis.

            However, during course of hearing he undertakes that since the petitioner has completed the course examination for Tapedar in the year 2012, and issued Certificate, therefore, his case will be considered on priority basis and if he is found eligible for the appointment to the post of Tapedar he will be issued appointment letter within a period of two (2) months. He further submits that the Department has also forwarded a summary to the competent authority for the appointment of the petitioner for the post of Tapedar.

            The petitioner as well as his counsel both are satisfied to this statement.

            The petition is disposed of accordingly. The respondents will decide the case of appointment of the petitioner within a period of two (2) months and also make efforts for expediting the summary.
