            On last date the petitioner’s counsel stated that the petitioner has expired. This petition is pending since 2012. However, on the request of Mr. Faiz Muhammad Chandio advocate time was granted for filing the list of L.Rs as well as their Vakalatnama but he is called absent. Though learned Bench granted some time to file the list of L.Rs but according to our understanding the petitioner had approached this Court against the imposition of minor penalty of withholding two increments for a period of two years which is a personal right of action and dies with the person hence the petition is abated.
