            Petitioners have challenged the order dated 12.05.2010 which was issued in pursuance of PPO Sindh’s Order No.1572-82/E.II/Insp dated 13.02.2010 whereby at least 11 lady police official s who were promoted to the rank of SI against 30% quota were treated on adhoc basis. It was further mentioned in the order that their seniority shall remain intact on list-E at par with their batch mates and their promotion on regular basis will be considered on their turn as per their seniority-cum-fitness. Name of petitioners are mentioned in the list of police officials. Mr.Ali Sher Jakhrani submits that so far as one seniority list is concerned, that was prepared on representation of women police officials who claimed that two different seniority lists are discriminating under Article 25 of Constitution. So he clearly stated that joint seniority list of male and female police employees was prepared with the consent of women police officials. So far as promotion of present petitioners from rank of ASI to SI is concerned, he submitted that in one civil Suit No.972/2013, this court suspended the operation of Standing Order No.269/2013 and due to suspension of said Standing Order, further steps could not have been taken but now two days earlier restraining orders have been vacated by this court and he submits that in terms of aforesaid Standing Order, cases of police officials will be considered for their promotion as in view of the order of hon’ble Supreme Court, all out of turn promotions have already been cancelled/withdrawn and new avenues are opened for granting promotions to the deserving officers. He further submits that approximately 5000 police officials have been demoted in pursuance of judgment of hon’ble Supreme Court passed in Crl. Original Petition No.89/2011. submitted that petitioners may appear before DIG (Establishment) and after giving ample opportunity of hearing to all the petitioners, their cases of promotion will be considered and if they are deserving, they will be given promotions. Mr.Ali Sher Jakhrani further submits that petitioners may approach him and he will facilitate right of audience to all the petitioners and will take reasonable time for hearing them by the DIG (Establishment). The entire exercise will be completed within two weeks.

            On the basis of above undertaking, this petition is disposed of with the directions to petitioners to approach AIG (Legal) immediately who will give exact date for providing ample opportunity of hearing to them by the DIG (Establishment) for considering their cases of promotion. Entire exercise shall be completed within 15 days and if petitioners are deserving, they will be considered for promotion and speaking order will be passed by DIG (Establishment). Compliance report shall be submitted by Mr.Ali Sher Jakhrani through MIT-II of this court within three weeks.
