Counsel for the NADRA has very frankly conceded that due to omission on the part of the NADRA National Identity Card of the petitioner was blocked without issuance of notice under Section 23 of the National Database and Registration Authority (NADRA) Ordinance, 2000. He further says that the Verifying Agency for NADRA in terms of Section 35, are special branch or I.B. and consequently blockage at the request of Federal Investigation Agency (FIA) was also against the policy and ultimately says that if a 15-days’ time is granted they would restore National Identity Card of the petitioner or would issue him afresh. Counsel for the petitioner has no objection.
Since a fair concession has been made on behalf of the NADRA, therefore, we while overlooking such negligence on the part of NADRA would expect that in future no such overlapping take place while blocking or cancelling NIC of any citizen.
