                   The petitioner was taken in employment in the Civil Defence Department vide order dated 20.6.1990 as Chowkidar and his designation was changed from Chowkidar to Qasid in 1993.  It is stated in the petition that in 1994 the petitioner was restrained from performing his duties on the pretext that his resignation had been accepted.  It is stated that petitioner had never tendered resignation.  Cause of action occurred in 1996 and the petitioner has chosen to approach this Court in 2011.  The petition is grossly barred by latches and is consequently dismissed.  Listed application are also disposed of.
