Despite service none of the respondents have filed any comments. Learned Assistant Advocate General states that he has written several letters to the Department but no one has come forward.

The case of the petitioner is that they are owners of the wagon which they ply on the route for which they have obtained route permits from the concerned transport authority but respondents 7 to 9 are plying their wagons on the route without any route permit. There is a procedure in force for granting route permits. No one should be allowed to ply vehicle for carrying passengers without first obtaining route permits.

The respondents have failed to file any comments despite service. In the circumstances we have no alternate but to grant the relief sought by the petitioners. Let the respondents 2 and 3 take appropriate action against all those who ply their vehicles without route permits and in case they require any law enforcing agency to get directions of this court carried out they shall approach law enforcing agency as permissible under the law.

With these directions, the petition stands disposed of along with the listed application.
