            Pursuant to orders dated 15.05.2024, the respondents are in attendance and have filed respective comments etc. Since the strike at the Government hospital/s is reported to have ended peacefully, therefore, no further response is sought in such regard from the worthy Chief Secretary.

 

            Petitioner’s learned counsel seeks to demonstrate that the Government medical facilities suffer from criminal neglect despite apportionment of generous budgets from the Executive. It is submitted that there is no operational life saving equipment, no staff and the hygienic conditions are also dismal.

 

            The respondents contend that lack of funds is the main reason for the predicament, however, submit that the conditions are not as dismal as stated. In view hereof, and without any cavil from all those present, it is directed that the budget allocated and disbursed for the Government hospitals in Larkana for the last Fiscal Year and that of the current Fiscal Year be provided to this Court, under signature of the Secretary Finance Government of Sindh. This order may be communicated by the learned Additional Advocate General Sindh to the worthy Secretary Finance and the office is also instructed to communicate the same thereto.

 

            In so far as the condition of the equipment, staff and hygiene is concerned, it is prudent to direct that an inspection be conducted in such regard and report submitted before this Court on or before the next date of hearing. Mr. Ghulam Dastagir Shahani is hereby appointed commissioner with instructions to visit the relevant hospitals and submit a report, regarding the equipment, staff and hygiene. The official respondents shall extend assistance in order to facilitate the execution of the commission herein constituted.
