                        The seniority has been granted to the Petitioner from the date of absorption in 1991, if the Petitioner is aggrieved he can prefer an appeal as required under the law. This Court can not sit in appeal against departmental decisions. The petitioner, however, would have right to challenge the seniority list by representation before the appropriate forum.

                        This petition is otherwise misconceived and accordingly is disposed of.
