                        By consent impugned order passed in these proceedings is set aside and the matter is remanded to the Secretary Local Government who will either hear the appeal himself if he is the competent authority or shall refer it to the Tribunal as per law. The appeal of the Petitioner shall be heard and decided within a span of three months from the date of communication of this order.
