It is contended by learned counsel for the petitioner that despite qualifying the requisite test for his appointment as Primary School Teacher (PST), he is not being appointed by the respondents. By stating so, he prayed for issuance of direction against the respondents to appoint the petitioner accordingly.
Learned Addl.A.G Sindh sought for dismissal of the instant petition by contending that the very petition is hit by laches. In support of his contention, he relied upon order dated 01.04.2015 passed by Hon’ble Supreme Court of Pakistan in Civil Petition No.186-K/2013 (Re. Muhammad Arif and others Vs. P.O Sindh and others).
Heard arguments and perused the record.
The requisite test for his appointment as Primary School Teacher (PST) was passed by the petitioner in year 2012. The instant petition filed in year 2023 is suffering from laches, therefore, it would be too late to direct the respondents to appoint the petitioner as Primary School Teacher (PST) on the basis of test which he allegedly has passed somewhat ten years ago; consequently, the instant petition fails and is dismissed accordingly.
