                        It is contended by learned counsel for the petitioner that initially the petitioner was appointed as Junior School Teacher (JST); was awarded scale up-gradation and then was promoted as High School Teacher (HST); such promotion was withdrawn by the respondents without lawful justification, therefore, such action is to be declared illegal with all back benefits to the petitioner.

                        Admittedly, the petitioner is a civil servant; therefore, issue of his promotion, its reversion and withdrawal in terms of Article 212 of Constitution of Islamic Republic of Pakistan, 1973 could only be adjudicated by Service Tribunal having jurisdiction; consequently, the instant petition being misconceived is dismissed in limine alongwith listed applications.
