                        The petitioner by way of instant constitutional petition has sought for his appointment in civil service on deceased quota basis; as per him his father being employee of Irrigation Department has died in year 2002. After death of his father, the petitioner has slept over his cause for about thirteen years even after attaining the age of majority. No plausible explanation to such delay is offered by the petitioner. Consequently, the instant constitutional petition being hit by laches miserably is dismissed accordingly.
