                        It is contended by learned counsel for the petitioner that the petitioner has qualified the written test for his appointment as Primary School Teacher in year 2012; therefore, the respondents be directed to appoint him or his case be referred to grievance redressal committee for appropriate decision.  No plausible reason is advanced by the petitioner for sleeping over his cause     (if any), for about nine years. Consequently, the instant constitutional petition being hit by laches is dismissed in limine together with listed applications.
