(2&4) Petitioner seeks appointment as Junior School Teacher on the basis of her participation in alleged interview/ test conducted in the year 2012. At the very onset learned counsel was confronted with the issue of laches and he remained unable to provide any cogent justification for the ten years delay in institution of present proceedings. In view hereof, the petition is hereby dismissed in limine.
