ORDER
Agha Faisal, J. The petitioners claimed to have been given practical training under the “Shaheed Benazir Bhutto Youth Development Program” and as a consequence thereof claim eligibility for their appointment in the Works and Services Department. The respondents have placed the pertinent record on file and stated that the training program was intended to build a skill base, so that the persons could seek jobs in the private/ public sectors, however, there was never any question of any vested right arising for appointment in the Works and Services Department or elsewhere with the respondents. It was further added that since the petitioners were never appointed, therefore, there is no question of their regularization and or termination. It is poignant to note that even the very document of entitlement relied upon by the petitioners, being the relevant offer / invitation to the relevant training program, categorically denotes that such training would not make the petitioners eligible for any employment in the Works and Services Department. It is apparent that no vested right has been demonstrated before us to merit invocation of the discretionary[1] writ jurisdiction of this Court and even otherwise this matter is fraught with factual controversy, not amenable for adjudication in writ jurisdiction[2]. In view hereof, this petition is found to be without merit and is hereby dismissed.
