(2)&(4) The petitioners seek release of salary with effect from 2012, however, have provided no rationale as to why this petition has been preferred a decade later. Notwithstanding the foregoing, there is no documentation placed on record to substantiate the existence / subsistence of the petitioners’ service and no rationale for such omission has been articulated. In view of foregoing, this petition being misconceived, inter alia on account of laches, is hereby dismissedin limine.
