          In fact the petitioners have challenged the promotion order dated 13.03.2013, whereby, 11 persons have been promoted from B.S-11 to B.S-16 on regular basis on the recommendation of the Sindh Local Government Board. The promotion order of 11 persons has been challenged without making them party in the petition. The petitioners have also sought the directions against the Respondents to consider their seniority like other officials of Sindh Local Government Board and then issue promotion order from B.S-11 to B.S-16. The case of promotion could only be considered and recommended through Departmental Promotion Committee and it is not the case here that one individual can pass order of promotion. If the petitioners are aggrieved by their seniority they could have filed their appeal to the competent authority if they were aggrieved by the tentative seniority list which is available at page 45 of the court’s file. In para-5, the petitioners have referred to some pending appeals but it is not mentioned whether these appeals have been decided or not. The petition is dismissed. However, Respondents No. 2 & 3 are directed to decide the pending appeals of the petitioners, if any, within reasonable period of time after providing right of audience to the petitioners.
