MUHAMMAD ALI MAZHAR, J:- The petitioner has prayed for direction against respondents to issue offer letter  to the petitioner as he had qualified CSS examination in the year 2006. Without going into the merits of the case we would like to observe here that this petition has been filed in the month of April, 2014 in which the petitioner has claimed offer letter on the basis that he qualified CSS in the year 2006. On the face of it, the petition is hit by latches but in the comments filed by respondent No.1 it is clearly stated that the petitioner qualified CSS in the year 2006 and was allocated to Income Tax Group with overall merit position at serial No. 233. He was given offer by Establishment Division and subsequently CBR issued offer of appointment to him on 26.09.2011 but no reply was received from him neither he joined Specialized Training Program of IRS at Directorate General of Training, Lahore nor conveyed any acceptance of offer of appointment, therefore, it was treated as cancelled. It is further stated that the petitioner was dismissed from service on 13.11.2013 from the office of Auditor General of Pakistan after which he lost his eligibility to serve the government as per rules. If we look to the prayer clause the petitioner prayed for issuance of offer letter. Infact he was issued offer letter but he failed to join his duty.

          In the above circumstances, this petition is dismissed.
