Muhammad Ali Mazhar J.- On 28.04.2016 a Notification was placed on record which was issued under Section 5 of the Sindh Government Educational and Training Institution, Ordinance, 1960 and in pursuance thereof the Government of Sindh reconstituted the Board of Governors for Law Colleges affiliated with the University of Karachi. Through this Notification Mr. Murtaza Wahab Siddiqui was appointed Chairman of the Board with nine other official and seven other non-official members. Mr. Murtaza Wahab Siddiqui requested for three weeks’ time to place the matter before the Board for formulating criteria for the appointment of Principal of S.M. Law College, Karachi. Today the learned Chairman of the Board of Governors has filed a statement with copy of the Minutes of the Meeting of the Board of Governors for Law Colleges in Karachi. He further argued that after detailed deliberations amongst the members of the Board they have reached to an unanimous conclusion and fixed the criteria. He further submits that all persons meeting the eligibility criteria may apply for the post for which a separate committee has been constituted by the Board of Governors to examine the C.V. and make recommendations to the Board for appointment. The Chairman also pointed out Section 8 of West Pakistan Government Education and Training Institution, Ordinance, 1960 in which the general powers of the Board are provided including the recruitment and determination of the terms and conditions of the service of the Principal and other members of the staff of the institution and the other officers and servants of the Board. It was further submitted by the Chairman who is present alongwith Barrister Salahuddin Ahmed and Hamid Muneer (Members) that in order to maintain transparency and fairness in the appointment process they will consider the C.V. on merits so that a competent person may be appointed. After filing this statement, the petitioner is satisfied and she requests that the petition may be disposed of as the earlier Principal has been removed from the office and criteria has already been laid down for the appointment of Principal. We have been informed that at present Mr. Humayoon is holding acting charge of the Principal and as soon as the regular induction or appointment is made the principal will take over the charge. The petition stands dispose of accordingly alongwith all pending applications.
